Bugs 3 radiomaster tx16s not working at all!

See attached. anything I"m missing? Or is this a malfunctioning Bugs 3 board? It binds to my radiomaster. It just does nothing but solid led. Using the bugs protocol. Latest internal multi-module firmware. version 1.3.2.12 AETR
