Do I need to replace the 16MHz Crystal (hy16.000) or the capacitors(J476).
What is the voltage should it receive while connected...Image

Sorry for the late reply...Didnt get time to check the board....

I checked all the input voltage to the processor, its all 5v perfectly....
I also checked the J476 capacitor and it give the 5v multimeter reading....

Planning to replace the Crystal with the attached 16Mhz crystal...
Advice.....???

You should try with the capacitor removed.
The problem is not a short of the capacitor but a to high capacity for the programmer ( IIRC the programmer must do a reset against the load of the capacitor. And if the capacity is (too) high or the signal of the programmer is to weak, the reset is not done within the time the programmer expects and therefor programming fails)

That crystal should work if you get it onto the pads without bending the pins to hard.
