Text to speech

I could not get the online text to speach working so I used Dspeech

This uses the SAPI 5 voices included with windows as the engine and will output .wav files directly.
It will also use Loquendo and Ivona voices ( used in Satnavs) if you have them. these are difficult to find but there are free ones around.

It will also use the older SAPI 4 voices from xp, but I could not get them to work with windows 7.

I thought for the 9XTreme the sample format had to be 16-Bit PCM and the rate only needed to be 22,050Hz if using the add-on Megasound board vs 16,000Hz if not.
