The FrSky spec. for A3 and A4 is to send the actual voltage measured (0 to 3.3V) in units of 0.01V (10mV).
The value received at the Tx then needs to be scaled to give your required voltage reading.

However, you could try setting the SCALE_VOLTAGE value to 0.1.

I've posted a .zip file (on the test versions thread) that is the intended r222 release.
I've also committed the sources, including the missing pxx2.cpp and pxx2.h, to Github.
The zip file includes the FrSky X9Lite and the Jumper T16.

To flash from the radio, you do need to have the bootloader installed on the module.
Does the module have a USB socket on it?

The radio should be fine with 2, I've been using 6 NiMh cells OK.
For the wiring, just check the red and black wires of your existing battery. I can't tell specifically as both my 'PROs are pre-production and have non-standard power connectors.

To alter that, it needs Jumper and FrSky to agree (in the same way HK and FrSky agreed with the 9XR-PRO) to allow FrSky D16 protocol to be used on the T16.

You are not getting 3.3V from the (switch mode) regulator. Either the regulator is bad or something is loading it down. Is anything getting warm/hot (like the processor)? You say you have replaced the gimbals. Try unplugging the cables from the gimbals from the main board and see if it then works at...

If you have a MEGA64 processor, then there isn't space in the flash memory for the other hardware options. However, if you read the EEPROM using eepe, you will find the other hardware settings available if you edit the general settings.
