X9e multiple receivers

X9E with additional XJT module.
open tx 2.3.9.
2 8XR receivers.
1 RX6R receiver.

When binding I have
internal XJT D16.
First receiver 1 ch 1- 8 no telem
Second receiver 1 ch 9 - 16 with telem
external XJT D16
third receiver(RX6R) 1 CH 17 -22 no telem

Am I correct with all receivers as 1, or should they be 1,2,3?
Do I need to insert the jumpers when binding the X8R's?

Telemetry keeps going on and off.
Not too close.
if I turn OFF external XJT then telemetry stays on.
On bottom screen, next to battery symbol, I get icon going on and off with telemetry messages.
Reason telemetry on second receiver, is that I tried it on first receiver, but had the same results.

help please guys, tearing hair out now....

External XJT has to have both DIP switches set to up to completely disable telemetry on it, then rebind the RX6R to it.

Both switches are in the off position, I'll put them 'on' and see what happens

Turned both switches to the ON position, re-bound the No3 receiver, works fine
