Hey guys, I'm totally new to this, so please bear with me.
I recently purchased the Hobby King T4A V2 transmitter and the TR6A receiver. Ive been trying to bind the two, but the LED has not come on. I'm using a 7.4V 2 cell LiPo battery connected to a 12A tb250 eturbine ESC. Where may the problem lie? I've fully charged the battery.

You're likely missing a power supply. Many quad ESCs have no BEC aka don't supply power to the receiver/controller, that has to be done separately.
If this is your ESC then it is indeed the issue as it is an "opto" type.

How can I tell if there’s a BEC? There doesn’t seem to be any information online.

I just told it to you, if it says "OPTO" it has no BEC. Another indicator is if it doesn't have a middle wire on the connector to the receiver.
