Trying to get CH3 to output less than 987pwm

Hey guys trying to setup a Failsafe on my receiver and I need it to output 975 or lower on channel 3 when signal is lost. I cannot find out how to get the radio to do that. I have tried limits and the mixer I am confused. Can anyone provide some assistance.

In Model|General, turn extended limits (E.Limits) on. Then you can go to +/- 125%.
