Flag for constant throtle value

Maybe somebody have a good solution:

What i would like to have:

When i set a flag AND the throttle stick is at minimum value then the throttle value should be a constant value (as long as the throttle stick is at the minimum position, e.g. throttle movement overrwrites flag position)

Is that possible with a mixer? and if yes how?
